Tape outputs & testing. Help!

Guys,

How do I use a multitester to determine if my tape outputs are actually outputting the voltage they are supposed to?

Plug the + lead into the output jack and ground the negative? Is there some minimum value I should see? It is an Eico HF-81.

Your help is appreciated. The reason for asking is I connected my Eico phono stage out to an amp without a phono stage. No sound was heard or rather at full volume on the amp, you could hear something barely audible.
