It looks like a variation on the SME damping tray, taken to a higher degree of execution.
Not everybody is a fan of damping trays. I guess some think it damps out some of the music especially in the upper midrange and high frequencies.
I have never seen any position paper from SME about their damping try, its effect, or what it is supposed to do although comments from others on this board indicate that it helps with cartridges that are "out of bounds" with the effective mass of the arm.
Michael Fremer points out that the damping trays also helps with off center records, which is probably all records to some greater or lesser extent, and I guess some warps.
I have tried the SME tray with the SME arm and choose to keep it engaged. I am curious what the Townshend device accomplishes, their arguments and measurements seem compelling.
The SME damping tray gives a little downward tilt to the sound, darkening it a little but making the bass and lower midrange fuller and more stable, possibly at the expense of ultimate high frequency response, but I prefer it engaged than not.
