For regular CD's I think the best is Magix Audio Cleaning lab. It will also take out hiss and other noise, and allows some basic remastering. Very simple to use and sells for about $40.00.With higher resolution files, I have had very good results with ClickRepair (http://wwwmaths.anu.edu.au/~briand/sound/index.html) and the Sony noise reduction program. These programs go to 24/96 or higher.
