There is no cheap "delivery confirmation" of packages between Canada and the US as there is in the US (letters are different).There is no cheap method of "tracking" packages between Canada and the US as there is in the US (again letters are different).
He would have a customs declaration, if indeed he kept it.
I have had packages take 6 weeks to reach me from Canada (Montreal)when shipped standard post.
Vlad has been compiling bad feedback on Ebay for years. No one is going to do anything about it, least of all Ebay.
Your biggest problem with Vlad is how he's going to pack your item. Pray it gets to you in one piece. If you have to argue about damages, you've already lost.
