I think a lot of people say...

flourescent when they mean neon. A flourescent bulb has gasses in it that glow with the presence of a high voltage from a transformer called a ballast. They don't blink off and on with each change of current direction, or at least not fast enough to make it useful for a strobe.

An incandescent bulb or neon connect directly to the AC line and do blink.

Before getting a neon bulb, I would just try and bring a regular lamp close to the strobe and see if you can see the lines (sounds psychedelic huh?).
