A how does the system work with budget reissues?

I was listening to Early Bird, Charlie Parker with Miles, Cliff roach, et others, It is a baronet pressing B-107. from 1962. I can't imagine that these guys were paid by baronet and recorded by them. This was earlier stuff,. so did baronet get an earlier master and make new laquers. How did the system work with "budget" reissues? If this is a dumb question I apologize. Thanks Norm
