This is almost certainly total bunk. Lead stabilised PVC is allowable for use in potable water systems meeting WHO guidelines. If you can use it for drinking water you can use it in records.Removal of the lead stabilisers used in PVC is inevitable, I believe that the Europeans are ahead in this due to their ROHS legislation. The problem is apparently that until recently the best alternative was cadmium.
