Get the best water you can find and use it straight. If it doesn't clean the record, then move on to other stuff.Like others have said a deep grunge cleaning material is going to require a second stage.
I am using 4 stages on my really dirty albums and they come out mainly silent (less whatever vinyl damage, tape hiss, or vinyl flow characterists comes through.)
