Use the existing hole as a guide, drill through the other side with the recommended drill size for the required tap.
Tap the new hole running the tap at low speed on a battery drill / screwdriver with a slip clutch. Set the clutch to a level high enough to cut the threads but low enough that the drill stops if the tap binds (rather than snapping the tap which, being hardened steel, is fairly brittle).
Always use cutting compound. When the tap binds, reverse the drill, back it out a few turns, start again.
