I have not found any roll off in the top end of the 103R and it is much better in this respect than the stock 103. It is detailed and airy but only an occasional coarseness is still detectable when compare with the best. The mid of the 103R is also very open and without any compress in my system. I also have the DL110 on hand for comparison and it is by no means in the same league as the 103R. I think your problems with the 103R is system matching and the Rega arm is not an ideal match for it. A Zeta, FR64FX, AT1010 or AT1503 arm will be more compatible because of their higher mass.
The DL304 on the other hand is a high compliance cartridge and needs a lower mass arm than the Rega, for example, AT1120, SME mk3, Mission 774 or Infinity Black Widow.
