To answer a couple of your questions: the motor in the PTA is DC, and there is a servo control, involving feedback to the PSU. This servo, to my understanding, operates at sub-1Hz frequencies, so wouldn't be expected to be able to correct any such pitch instability.

Wow has always been an occasional occupational hazard of ownership of the PT decks which have the motor on the top plate (not the Anni, in other words), as pitch stability relies on a really stable support and correct suspension setup. With the Anni, however, which I have always regarded as a much better-sorted design than the TOO, you should expect excellent pitch stability.

I am shortly going to send my PT TOO to Funk for the Level 1 and Level 2 upgrades, which should seriously improve the sound quality. However, I was already having problems with the deck (not a complaint, by the way, as the deck is sixteen years old, and it's now ten years since its last service). It wouldn't run at 45 RPM, and at 33 I was hearing similar things to what you describe, which I am sure were due to belt slippage, and which I also reckon to be related to a loose belt, which was in the habit of falling off quite often.

You could check that the belt isn't loose - they do expand and lose some of their elasticity with time. Funk can supply new belts at a cost of about 20 UKP.

Amyway, this should be fixed once it has been to Funk, so I will let you know how I get on with my rejuvenated deck.
