It would be worth repairing or replacing this tonearm if you can--in my experience it is wonderful with cartridges of low compliance, and you'll have fun putting it through its paces. I sure did, and I still have the arm on mine.I ran into a generous inmate when I had to initially replace parts. However for the antiskate outrigger you can make a temporary one out of a paperclip, just roughly replicate the geometry/proportions of the OEM arm in the photos you have in the manual and bend the other end so that it grips the tonearm post. Put a little bend in the outrigger part that will hold the string at the place where you would set it on the "real" outrigger given the VTF you intend to use.
It's ok that the tonearm rocks a bit, I have been told that this is its natural state and is no problem.
