It's the vinyl composition they seem to use. The formulations in use today don't have the static-free agents of yesteryear. They probably don't buy enough vinyl to make custom formulation profitable. I have a surface charge meter on loan from a friend. Once you pull vinyl out of the jacket you charge it up like crazy and it acts like a dust magnet. Using a destatic tool of some sort on new releases is a must.Here's the kicker. Putting the record back in the jacket charges it up again so you put it back like a big magnet. Any junk in the jacket has plenty of time to find its way back onto the record.
I have started using an ionizing blower to neutralize the surface charge prior to play. After reinserting the record into the jacket I bow the jacket and blow more ionized air into it so I put it away discharged. It's helped a lot in keeping noise of new pressings (and old) under control. It just takes a few seconds of my time...not a big deal. I bought the blower on Ebay for about $36.
