AS a seller he has perfect feedback.
He's probably just trying to minimize his Ebay and Paypal costs which are substantial; especially on foreign currency transactions.By offering 1 or both cartridges in this form, he lists only 1 and he pays the "final value fees" only once to Ebay.
I don't lame him one bit for doing it in this manner. His wording may be a little strange, but I would just chaulk that up to being a foreign listing.
