It could be a number of things since it looks perfect it may not be groove damage as generally it takes a fair number of plays to trash every track and I'd think the same person that has a toast stylus/bad set up is likely not going to clean his records.

The main possibility IMO is likely MRA (mold release agent), if you have any LAST power cleaner or Micro care Premier record cleaner or contact cleaner try one of those with the contact cleaner or Premier spray some on a cotton ball or microfiber and quickly (it evaporates fast) work it back and forth while the record is spinning do both sides, you'll have to re-apply the solvent to the cotton ball or cloth at least once each side, then give it a complete Disc Doctor, Audio Intelligent or RRL cleaning and your noise problem may dissappear, it may take a subsequent play or two to completely obviate the noise.
Bad groove damage can often be seen as an off white greyish/greenish sheen under the light.
