Lacquer thinner does wonders for removing the old oxidized and hardened rubber and will restore the traction.For the electrical tape remove as much of the tape as you can then use one of the citrus solvents, Goo Gone etc. they destroy the mastic from even industrial or Mil. Spec/ duct tape (the really hard corps stuff that will hold a canoe together)
