voltage at the 5vdc line? Make sure you place those Caps in the correct positions. The Platter spinning so fast is due to the Tachodisc, there is nothing for the sensor to see, so the circuit can't make the corrections. Again, make sure there are no cracked traces from when the did the shaving on the PCBs. Most of the cracks are at the bottom of those connectors. Mine did the same thing and it took me a few ties to get it all correct. Also make sure you places the new caps on the proper holes cause there is on cap that you have to add a jumper and move the caps pin to a different spot. This gets quite a few people.
I strongly suggest going to that Forum again and looking up Beogram restoration thread. It's long but there is alot of pics and info there help many people with there issues.
