The cartridge is an easy match to any medium mass arm, so it has nothing to do with that.

A big peak of 9dB in the audible range implies a (vibration) resonance of some kind being picked up by the cartridge. However, since you are determining the 9dB adjustment by subjective means and haven't disclosed the Q of the filter characteristic, we have no idea of the range of frequencies being affected. MC cartridges are typically flat up to around 10kHz (depending on voicing choices), with the better ones being flat to at least 16kHz or beyond. You normally see blips around 20 to 22Hz due to flutter sidebands, lumps in the range of 200 to 300Hz due to headshell/arm vibration, a spray of peaks in the 1kHz range due to arm material and a big peak at the arm/cartridge resonance frequency which will be somewhere in the range of 8 to 12 Hz for an ideally matched cartridge. Turntable supports/suspension would possibly show up resonances somewhere in the range 60 to 100 Hz.
Again, the only way anyone on the forum can hope to advise you is if you present the spectral analysis for a proper test tone - that way, we can clearly see what frequencies are being affected and by how much.
The risk you take is that you get another cartridge and find exactly the same problem....whilst exhausting any good will the vendor might have had after accepting a return particularly if they can't replicate the problem. I'm not saying that there isn't a fault with the cartridge, but it helps if you can actually prove a fault with objective measurements as opposed to a subjective opinion.
