do you have an ohm meter? you could measure for continuity between the preamp rca ground and the tonearm itself. The tonearm should be grounded, if not you'll get a grounding of sorts when you touch it. Some table and arms have separate ground points which complicates things and it sounds like your table is not stock. Why the hum stops when you touch the slate is a bit of a mystery.
There are many places to look for a ground issue, like wrong connections on the cartridge pins, in other words L- should be with the L+ and vice versa. Depending on the cartridge the minus of either channel can be internally connected to the body of the cart. It can be a mind F so start analyzing everything starting with the cart connections and moving down the line to the preamp. Post pics as they help.
Proximity to a hum field, as said below, can effect things also. Give us more clues to help you.
