Hepastat - what's the point?

Saw this a an ingredient to a cleaning solution.

Per liter:
50 mls 99% IPA
1 ml Triton X-100
0.4 ml Hepastat 256

Hepastat is simply an antibacterial cleaner (I think). Is there something magical about it. What would it do that the Triton couldn't?
