Flutter denotes very brief speed fluctuations so I am unsure that your description is what you are experiencing. Likewise feedback cannot occur when the platter is at rest i.e. not playing a disc.
So it looks to me like we are talking about hum. I note your highly sensitive loudspeakers which will emphasise such matters.
Does the hum occur when the arm is above the platter but not actually touching it or only when it makes contact with a disc on the platter? Does the hum increase or go away when you touch the arm? Have you tried disconnecting the earth (ground) cable from the arm to your phonostage ? Did you use another cartridge before the Quintet or is this all a new setup? If so what was it and did you notice the hum then? Have you checked that none of the wires from headshell to cartridge are touching or have you tried simply re-dressing them?
