That's a new one for me! I'd agree with the other comment, it likely dates to the late 20's or early 30's with its promotion of the new electric recording technology. Very unusual to see multi-color printing from that era.
Here's a couple Columbia sleeves from roughly the same era. "Royal Blue" were pressed in blue shellac, a move to help spur sales during the great depression.
