Welcome to Audio Asylum, bruno.andrioli.You seem to be right at the beginning of discovering this wonderful hobby. If I am right then I wonder if you fully appreciate the the requirements of a vinyl replay system in regard to amplification. As I see things from your message you want to buy a turntable but only have a Technics 3 in 1 system. Unless you have an early Technics all in one system that already comes with a turntable then what you have is unlikely to have the phono input stage that you need. For example later Technics all in one systens such as the HD 350 and HD 560 cater only for tuner, CD and cassette (those items being the 3 of the 3 in 1) and have limited connectivity for external items.
You need a dedicated phono stage either built in to the amp or as a separate item in its own right. This is because the electrical output from a pickup cartridge is much smaller than that of e.g. a CD player and hence requires special amplification. Furthermore records are made with a characteristic called RIAA equalisation. This makes it possible to cut decent bass and treble levels on the disc. When the disc is replayed the amplifier has to apply that RIAA equalisation in reverse to correct it so that you hear the sound intended.
If your Technics all in one system does not have sockets on the rear panel called " Phono" or "Gram" (or the German equivalent) and the source selector switch on the front does not also have a corresponding "Phono" position then it will not be suitable for adding a turntable. You will then need to decide if you are happy to buy the turntable now and just leave it alone until you can afford an amplifier with a phono input or an amplifier plus a phonostage. Also remember that for your 400 euro you also need to buy a pickup cartridge although you may well find a package deal to include both turntable and cartridge at a beneficial price.
BTW, both the Rega Planar 1 and the Project Carbon Debut are great turntables at their price point. Personally I prefer the Rega as I find that Project carbon arm a bit soft sounding but that is just my personal taste which you may not share.
