i would not use less than distilled water. The calcium and other minerals in regular tap water or bottled water would leave deposits. I know some who will use reverse osmosis or other exotic water but i have found distilled works well.
as far as how often to change will depend on several factors, including how dirty the records are, do you have a filter system as part of your setup and if you plan on storing or saving the fill. In my experience, i can clean about 50 records before i filter my mix if they are real dirty. i would not change out for 12 records. again, if you have a good filter system, and i know some who constantly filter as the machine is running, you probably can go longer.
I do however rinse and vacuum after ultrasonic cleaning. Just my methodology as i know others who don't
