Supex PG-1 VTF Gauge Manual?

Anyone by chance have one of these and can explain how it works? Or maybe post/email a manual? I checked over at vinyl engine and they have nothing. I just found it in a box of my uncle's old things. It's very cool.... but I can't figure out how the thumb screw affects the balance nor where the bubble level centers.
