The tonearm wires come out under the arm base...

Does the noise happen anywhere across the surface of a record being played? (Random)
Or mostly at a certain area of the record. Start, middle, end? (specific)
Random is more likely cartridge, specific is more likely tonearm wiring.

First see if just moving the arm across the turntable platter makes the noise. If the wiring is going bad... it should make noise as you rotate the arm through it's normal travel. (naturally the arm is raised slightly so the stylus is not scraping the record.. or better.. take the mat off too.. So if the stylus accidentally touches the glass platter... no harm.

If yes noise then:
I suggest loosening the two screws in the plastic holder under the back of the TT base where it holds the tonearm wire coming down out of the tonearm.
See if wiggling the wire coming out of the tonearm makes the crackle. Or.. actually can stop the crackle if you move it just right.
(If you try, you might be able to tighten down the holder just right with no noise from the worn wires...??)

The one place the wiring in the are would perhaps get chaffed is where it turns and goes down through the tube out the base.

If no noise from moving arm.. I would then think it is the cartridge.
