The idler wheel will move away from the spindle when the on/off switch is released - that's normal without the platter in place. once the platter is back in place the width of the platter takes up that space and the spring on the idler should put sufficient pressure against the inside of the platter to drive the platter.My guess is one of two things: the idler may appear to be in great shape,(you didn't mention if it's original) but it could be that the rubber has dry rotted or has sufficient glaze on the face to cause it to be slipping on the platter, or, the inner edge of the platter itself has glaze from the idler riding on it and may be slipping.
I would start by removing the platter and cleaning the inner surface where the idler makes contact, with something like rubbing alcohol to remove the glaze. If that doesn't help, I would take something like a Scotch pad or fine sandpaper and LIGHTLY de-glaze the surface of the idler wheel. You can do this easily by chucking the idler in a power drill and using it like a lathe to SLOWLY spin the wheel while de-glazing. Don't remove anything more than the glaze, and be careful that you don't damage the surface of the wheel bearing with the chuck (a small piece of aluminum from a beer or soda can wrapped around the shaft will protect it) or, just chuck it up on the bronze flange surrounding the outside of the bearing shaft.
Failing that, it might just be time for a new or refurbished idler wheel (which will reduce noise anyway)
