The Fisher turntables I've seen are all Japanese, built by CEC. Those I've seen are all good quality, neither cheap junk or TOTL models.
I have a belt drive DC servo Fisher (no model # on it!) out in my shop and it's a pretty decent unit, with built in strobe, fine-speed adjust and nice tonearm. The cartridge on my Fisher is unmarked, just a "ST-44" sticker near the tonearm rest.
Assuming your Fisher turntable isn't an outright piece of low end junk, it should be a nice one for your friend.
