quiet can get expensive. $2000+ for the vpi typhoon or lower priced hannl can get you 10+ db less than the 16.5...not really quiet but with the more powerful suction the vacuum is only on for a few seconds. $3000+ for the even quieter loricraft prc 3/4 or the higher priced hannl. $5000+ for the quietest loricraft...i don't know what keith monks are going for. there may also be others that someone here may have knowledge of.
Perhaps a used one if you can trust the seller?...or perhaps someone will write about doing something diy to make the 16.5 quieter. I think it was Tre who did a diy loricraft but i don't remember what he has written about noise level.
my wife bought a loricraft prc4 because of the noise of the 16.5 but we have since gone to the vpi typhoon. both of those have a quality build.
