RE: The Official PayPal Policy - I am protected & will keep you all up-to-date

First of all, as a consumer and not someone in the audio business, I hope you prevail. However PayPal is a tough outfit and it is well to be prepared. That's why I suggested you also consider a claim through your credit card. You can do both at the same time.

Rather than look at PayPal seller protections, you should look at buyer protections for that's what applies to your claim. They read in part:

13.2 Eligibility Requirements.

To be eligible for PayPal Purchase Protection you must meet all of the following requirements:

Pay for the eligible item from your Account.

Pay for the full amount of the item with one payment. Items purchased with multiple payments – like a deposit followed by a final payment – are not eligible.

Send the payment to the Seller through:

the eBay “Pay Now” button or the eBay invoice; or

the “Send Money” button of your Account by selecting “eBay Item” and entering your eBay User ID and the eBay item number for purchases on eBay website; or

the Send Money tab on the PayPal website, by clicking the “Purchase” tab, or by selecting the “Checkout with PayPal” button or otherwise selecting PayPal as part of a Seller’s checkout flow.

Reading it as a legal document (which it is) it would appear to apply only to purchases from merchants who have contracted with PayPal to have a PayPal checkout procedure on their website. My guess is that as part of PayPal's agreement with them they have an enforceable charge-back procedure. It would seem to exclude purchases made privately as when you just ask PayPal to send money to an email address. It is not clear how your purchase was made.

Another part of the document says, "Once a Dispute has been escalated to a Claim, PayPal will make a final decision in favor of the buyer or the Seller." Suppose they buyer says the item was defective when received and the seller says it was perfect as sent and perfectly packaged but is a delicate item and the buyer evidently damaged it upon installation which is common with this kind of item. I, for one, do not understand how PayPal would be able to decide this kind of claim--it is what the lawyers call a swearing contest. In a court or an arbitration such a dispute is usually resolved against the claimant.
