Yes the 0.1V DC voltage on the output is normal. You can block that with a good quality DC cap if you really want to. Your pre-amp probably has an inout capacitor to block DC anyway.

I'm not so sure what the diff is between the two chips is, but any differences are probably very minor.

About the zero-output, give more details on teh set-up, i.e. are all power supply voltages presnet (+-5 and -15).

Provided you got the connections to the CS chip right, this should be pretty straight forward. I have not personally used the CS chip, but have enough experience with the TDA1541 to say that it is a fairly friendly beast. Just feed it properly!
