it depends on what other parts are tied to that particular resistor.
Also if there is a second identical circuit with same resistor, you can measure their reading and compare the value. That will give you an idea if you have a faulty resistor.
If removing other part down stream or up stream is easier in order to isolate the particular resistor, you may consider doing that as well.
