You might try leaving one side without adhesive, keeping the adhered side up, and the non-adhered side lying against the bottom panel. The compliant layer will still act as a constrained layer, but with gravity acting as the bond at the bottom. This way the top board may be allowed to slightly resonate while the constrained layer dissipates the energy than if tightly bonded together. Worth a try before you apply a permanent adhesive, FlyGuy.
