Toroids are usually mounted between compliant pads with a bolt holding the sandwich together. Try tightening the bolt. If that doesn't help another brand of toroid may be better. The suggestion to loosen and compress the bolts in an E-I is a good suggestion.
The other factor blamed for buzzing transformers is DC offset on your AC line. I don't think it takes much offset to cause it. There are schematics/DIY/ready-built solutions on-line to remove the DC before the transformer.
I have two buzzing transformers that I must attend to myself. The largest transformers in my system (power amps) don't buzz so I am hopeful that I do not have DC or, perhaps, those are particularly well-made... TBD.
