I started to post you a couple of times but wasn't sure if I had the answer. If you google Cyrus One or Cyrus 1 blown fuses, you will see that it comes up a lot.
Different reasons for the fuses blowing. Shorted wires, op amps, even type of speaker wire itself.
So you might put the fuses in and it could work or blow right away. Some cases I read where the fuses were okay after the first speaker was wired up, but then blew when the second speaker was wired up. Go figure. Others had the unit working fine for a while and then out came smoke. Could it damage the pre-amp section? Possibly.
For consideration, it looks like there is enough info on the net to get the whole unit up and running. First place I would start with giving it a good visual and checking and measuring anything you can on the inside with the tools you have and are accustomed to using. I remember it being a pretty good amp at the time, being able to drive some pretty tough loads.
Or, just use the phono section until you get an urge to explore further.
