Normally the ground wire on a tonearm cable grounds the tonearm to the preamplifier chassis; the cartridge is grounded to audio ground via the cable itself in a single-ended connection. But in theory, if hum is still present, it might be a benefit to ground other elements, like the turntable chassis, back to the chassis of the phono stage. Perhaps that is what the OP wants to do. I do agree with you, however, in that I have never known that strategy to yield any worthwhile reduction in hum. It's worth a try, though, don't you think?
