The image shown seems to be a brass disc with a removable brass disc insert that can be removed in order to choose two height levels. The indentations in the middle of the base and the insert are obviously intended for the tip of a spike, tiptoe, or cone, so the function of the device would be that of a coupling disc, sometimes called a "floor protector" from a non-audiophile POV. What is the opaque looking element shown at the bottom of the brass disc base? It appears to be a plastic insert of some kind.
