Any convenient size of thread-seal tape will do. Unlike pipe fitting threads, you don't want to keep the tape flat. It works better if you let the tape fold over on itself lengthwise. Wrap it snugly and the tape will adhere to itself. Use a convenient tool to push the tape down to the plug body where the blade emerges. The end result should be a fillet of Teflon tape that does not interfere with the electrical connection, but that is in good mechanical contact with the plug blade. The Teflon will remain on the blades after insertion and removal, as the Teflon does not come into contact with the inside of the outlet.
Wrap both power blades and the ground pin separately.
Try the little rubber bands and let us know. I think Teflon will give better results because it is not springy like rubber, but dissipates vibration energy in the blades.
