Regular caps can do this for RFI filtering. Check the archives here (Al Sekela wrote about this extensively). Cap arrays of different values do it even better.But caps (or much of anything) across hot to neutral or hot to return on an AC cord has inherent danger. If the cap is rated specifically to handle this, as X caps (or Y caps for hot to neutral), then they are at least designed for more safety in this application.
If you research you'll also see that Al abandoned just caps for R-Cs, combos of cap and resistor values, and arrays of R-Cs. The results are better.
