It will probably not sound very good, but it will work. Most good preamps have a lot of headroom above the 2 volt range.FYI, power is voltage squared over resistance. 40 mW is 0.04 volts. The specification of 40 mW into 100 ohms means the square of the output voltage is 4, so output voltage is 2.
