Read my series on regulator noise and impedance at TNT, links below.317/337s exhibit noise peaking when the output capacitors are undersized. 10uF is likely to be too small, so increase value.
317/337s exhibit impedance peaking when capacitor ESR is too low.
So you want a relatively large cap with a medium ESR, say 47uF or more
with 100mOhms or more.Also check the regulators' adjust pin bypass caps.
