Nearly free - To stop getting shocked by your equipment mount a small metal plate someplace easy to touch near your equipment. Attach a wire that runs to ground through a 1 meg resistor. Use some 3M double sided foam tape to insulate this plate from your rack.$100 range - get an anti-static mat. This is conductive material meant to be stepped on. It will have a ground wire as well. Place it where you have to step on it before you touch your gear. 3M and others make these. We sell to service industries. We put a 3 x 5 footer in front of each workstation in static prone locales. People generate static from moving around and this prevents them from reaching a keyboard without being grounded.
Variable, and can be more expensive - get commercial carpeting with built in static control. Depending on the size of your room you can get this as a remnant. IT centers usually install this throughout. I got mine when IBM was getting their local office built. Remnants can be pretty big when they are the left overs of a 40,000 square foot office. I got the material for free by talking to the contractor early and being there at the right time to remove it.
