The HV supply in TV sets is driven off the horizontal output circuit .Therefore the frequency that the HV supply is running at is around 15Khz (15,734.26 hz for color TV) equal to the horizontal scanning rate.
Quite a bit lower than 20Mhz.
Also TV's turn off the high voltage section when the set is powered off as this practice tended to shorten the life of the HV components.
