A hard room. Budget is the first problem, FIRE CODE next. I would use heavy drapes to cover windows and block off the secondfloor opening. Next build some bass taps for the corners.
You did not say what grade level but if high school alot could be done in one of the shops and build some school pride in the project, and save money.Listen to what you have, then have one of the kids with a RTA program come in run some tones and see where you need to go from there.
Could be a nice school projrct.
