No, they're not, unless your device has separate power supplies for each channel. Sometimes there are "semi" separate power supplies. These might consist of an unregulated bulk supply feeding separate regulators for each channel. If that's the case, one of those might be bad. Other than that, carefully examine the board for crap (something might be partially conducting where it shouldn't), something hot (at those voltages it should be safe to use your fingers), something dirty.

If none of that pans, start checking voltages, different points in one channel with the same point in the other. You probably want to use a shorted input, and look for ac signal. Use a 'scope, if you have one. When you find the hum, you're pretty close to finding the culprit.

Also, take a look at routing of power cords. Has that changed any?
