If they are removed, the audio signal currents through the tubes will generate voltages across the cathode resistors that are opposite to the grid voltage. This is a form of negative current feedback and will decrease the gain and increase the output impedance.The corner frequency of the R-C pair determines the frequency below which the feedback works and above which it is not present. Changing the caps value may affect the bass directly. Bypassing them with smaller caps that are close to the resistors may improve the treble bandwidth, but this might not be a good thing to do.
