Sorry it took me a little while to get back to you.

The output of the Chime is designed as such, it isn't something that requires correcting. You could email Hagerman and ask him if it's possible to get more gain out of the circuit, but I suspect that he designed it as such because it sounds better and is better for the implementation of his design. Otherwise I'm sure he would have just raised the output voltage to the more standard 2 volts.

The HagDac module, which is a populated circuit board, is sold for $499. The circuit board for the Chime, which is unpopulated, is $99. Then you need to buy a transformer, parts, and a chassis. Depending on your decisions about parts selection, you could build one up for around $800, probably a little bit more.

I'm listening to the Chime right now, and it sounds very, very good. I intend to post a review of the Chime when I've done more comparison with other DAC's/players.
