I have my doubts about this. I think the common and ground are required to be connected together in the main panel. (A subpanel is another story. The ground and neutral need to be separate back to the main panel, where they are bonded.)Ground loops between the main panel back to the pole are not an issue. Even where the neutral is grounded at the pole and the service entrance, the connection between the grounds through the earth would be high impedance, so you'd have insignificant loop current. This loop current, if any, would not even affect the situation in your house. Besides, breaking the bond at the service entrance, as you suggest, is against code. Don't do this.
