The electromagnetic field produced by the power cables is H-field (magnetic field) dominant and to shield that, you need some sort of high-permeability material (like muMetal) that can absorb it. Copper is used for RFI, which is largely E-field (electric field) dominant and works largely via reflection (due to the impedance mismatch between the electric field and the copper)rather than absorption.
