You would think so. But in the proud American tradition of fierce independence, Knox County, where I live, didn't have a resendential electrical code until 1970. And I've lived over the years in some of those pre-code houses. The wiring was a sight to behold. I think folks just experimented until they found something that made the light come on. In one house, previously owned by an engineer no less, I found one outlet (117VAC) with six wires attached. Never did find out where they all went. And a wall switch that turned off every outlet on an ouside wall along the whole front of the house (5 rooms). And folks think audiophiles are strange.
